In the City Official Gazette No. 14/2004, the Decision on the Organisation of the City Administration of the City of Mostar was published, which establishes the foundations of the internal organisation, scope and mode of operation of the single city administration body of the City of Mostar in accordance with the Statute.

· Mayor’s Secretariat
· City departments
· City services
· Internal Audit Unit

· Professional service of the City Council

Description
City departments are the basic organisational units of the City Administration, which are established for the purpose of co-ordinating and supervising the work of the City Administration services. City departments are managed by heads of departments, who report to the Mayor for their work. Chiefs are civil servants.
There are currently five city departments in the City Administration of the City of Mostar (the Statute limits it to a maximum of 6 departments).
City services are internal organisational units and are an integral part of city departments. The departments are managed by the heads of the departments, who are responsible for performing tasks within the competence of the departments in accordance with the law, the Statute of the City of Mostar and the Rulebook on the internal organisation of the City Administration. Heads of departments report to the head of department for their work. Managers are civil servants.
In the City Administration of the City of Mostar, there are currently 17 city services that are classified into their respective departments.
The Internal Audit Unit is an independent organisational unit that performs the function of internal audit in accordance with the law, principles and standards of internal audit and which helps the City achieve its goals by ensuring a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, controls and management processes. The Head of the Unit, as a leading civil servant, is responsible for his work to the Mayor.
