Summary
The Open Government Partnership is an initiative launched in 2011 as an international platform for domestic reformers dedicated to the process of opening up government, its accountability and receptivity to citizens. Bosnia and Herzegovina joined the Initiative in 2014. For the purpose of drafting of an Action Plan for the implementation of the OGP Initiative, the Advisory Council was established, composed of state level public authorities representatives and civil society representatives. The first Action Plan was drafted for the period 2019-2021 and the same was implemented so that in 2021 the second Action Plan was drafted and recently sent to Bosnia and Herzegovina Council of Ministers for adoption.

The Agency for the Prevention of Corruption and Coordination of the Fight against Corruption (hereinafter: Agency) has been actively involved in raising public awareness and educating the public. The Agency awards prizes for artistic and literary works by school students on the theme of fighting corruption as part of an annual campaign. The best works were included in a promotional film and printed in the Agency’s calendars.Â

The Agency has a traditional event related to the International Anti-Corruption Day. For the past five years, the Agency has awarded prizes for the best artistic and literary works by primary and secondary school students from all over Bosnia and Herzegovina on specific anti-corruption topics. These activities aim to raise awareness among citizens, especially students and their teachers, about the need to actively participate in the fight against corruption, to encourage them in their ethical thinking and to familiarise young people with the harmful consequences of corruption. In 2020 the theme was “I am worth more than money”, the year before “Gifts talk”, and every year several hundred works from all over Bosnia and Herzegovina arrive at the Agency’s address. In 2021, the theme was “My Value Tree”. This project was included in the Anti-Corruption Strategy for 2015 – 2019 and the corresponding Action Plan, as well as in the new Anti-Corruption Strategy for 2020 – 2024 and the Action Plan for the Implementation of the Anti-Corruption Strategy for 2020 – 2024 (pending adoption). Considering the circumstances caused by the COVID-19 virus pandemic, the Agency did not organise an award ceremony for students who wrote the best papers. There are 12 prizes for the first three places by primary and secondary school students in the categories of art and literary works. The best works of art and quotations from the students’ best literary works are published in the Agency’s calendar. This project has been ongoing since 2017 and has so far involved 1,728 students whose works have been submitted to the Agency. Considering the circumstances caused by the COVID-19 pandemic, which led to changes in the whole social context and thus also in the activities related to educational programmes on corruption prevention, it is important to emphasise that the Agency has successfully continued its cooperation with the Ministry of Education in Bosnia and Herzegovina throughout this challenging period.

The aim of establishment of the Advisory Council for the OGP Initiative was to enhance cooperation of public authorities with CSO towards the real parntership in policy making and this was truly achieved during the drafting and implementation of the first Action Plan for the Implementation of the OGP Initiative.

Results expected prior to the implementation
By joining the Initiative and taking over the obligation of drafting of the Action Plan for the Implementation of OGP values and principles, BiH aimed at increasing data availability on activities of government institutions, supporting public participation – equal participation and non-discrimination of all citizens in decision-making processes and policy making, implementing the highest standards of professional integrity within the administrative system, increasing access to new technology aimed at transparency and accountability.
Immediate results achieved after implementation
Opening of data, integrity plans were drafted and adopted, budget for citizens was developed, public consultations were promoted in order to invite as many interested public as possible to participate in legislative drafting and policy making processes at BiH level, reform activities of public administration were fostered, all this with the aim of opening up to the public, being more transparent and accountable
Long-term impact
The long-term impact of implementation of the Initiative is fostering a global culture of open government in Bosnia and Herzegovina, that will empower citizens and advance ideals of open 21st century government.

Having in mind the complex political situation in Bosnia and Herzegovina, as well as the culture of “closed government” that lasted for years, the establishment of such an important partnership between the public authorities and the civil society is of enormous importance, because it has shown that government and non-governmental sector can be true partners with common goals for implementation of important global principles and values.
